Establishment of IVRRV Commission and the Formulation of the Strategic Plan
The government of Somali Regional State decided to establish a regional truth and reconciliation commission entitled “The Commission for the Investigation of Violence and Reconciliation and Reparation of Victims in Somali Region (IVRRV) in 2021, and approved with the proclamation number 205/2021, to response to the past human rights abuses that occurred during the 1991 – 2018. The commission is tasked to conduct truth-seeking, implement restorative justice, reconciliation, and promote healing among the people of Somali Region.
The Commission’s strategic plan provides a clear roadmap for the programming and operationalization of the Somali Regional State IVRRV Commission’s activities from 2022 to 2025. The plan will serve as the basis and framework for developing annual operational plans that detail each activity, including its schedule of implementation and resource requirements. This plan will concretely operationalize the intentions of the Somali Regional State Parliament in disclosing the truth, providing justice to the victims and reconciling communities. Furthermore, this strategic plan will formulate, clearly articulate and ensure the implementation of the Commission’s work in a manageable and practical manner.
 
The strategic plan was prepared through a participatory process that engaged key stakeholders of peacebuilding and reconciliation in the region. The consultation process utilized a variety of approaches and instruments, including: a desk review of relevant literature and documents; Focus Group Discussions with IVRRV staff; hiring external experts; various holding various in-house meetings and consultations; and as well as a two-day consultation workshop with the commissioners and staff of the commission, experts from key stakeholders, and the services of a hired consulting firm. Essential and valuable input provided by the above-mentioned processes informed the development of this strategic plan.
